Team Placement Policies.
Basic Concepts:
1. There will be between 4 and 12 Teams per Division.
2. For the U-10 age group, teams will be placed into divisions of more or less equal size based
On geographic location. These are referred to as horizontal Divisions.
3. For the U-11 age group the teams are placed into divisions based on merit, as judged by
Result of play in the previous year. Team’s new to competitive soccer will be placed in the
lowest Division. These are referred to as vertical divisions.
4. At U-12 and up the divisions are based on merit and follow a promotion and relegation system
5. Relegation is mandatory. Promotion can be declined.
Specific Rules:
U-10: Teams will be placed into two or more divisions of more or less equal size, based on
Geographic location. Multiple teams from a single club are likely to be placed into the
Same Divisions as a result of Geographic location.
U-11: At U-11 there shall be a first division of 8 or 10 teams. These will be the teams that
finished highest in each of their respective U10 divisions. For example, if there are three
U-10 the top three teams from each U-10 division will be placed into the U-11 1st Division.
The fourth place team(from one of the U-10 divisions) with the best record will also be
placed into the 1st Division.
The best record is defined as the team with the highest percentage of available points.
If two or more teams are tied based on a percentage of available points then the tie will
be broken in accordance with published CESL rules.
The remaining teams will be placed into 2nd and 3rd Divisions using the same procedure
as described above new teams will be placed into the 2nd or 3rd Divisions as required.
At the end of the season, The 9th and 10th place team in the 1st Division will be relegated
to the 2nd Division and the 1st and 2nd place teams from the 2nd division will be promoted
to the 1st Division. These 10 teams will be ranked CESL teams for promotion into the level
3 and 4 of the CSL and CGSL. If the ranking of more than 10 teams is required, The 2nd
Division standings will form the basic for the ranking from 11th place on. The 9th place 1st
Division team which had been relegated will ranke 1st in the 2nd Division and the 10th place
1st Division team which had been relegated will be ranked the last in the 2nd Division.
If there is only 8 or 9 teams in a division the same procedure will apply.
If any team in the 3rd Division or below accumulates an 85% or more of the points available
To them, They have the right to challenge the 2nd place 2nd Division team for the promotion
Spot. This challenge would be resolved with a single playoff game. Under Cup Game Rules.
U-12 and Above:
At U12 and above the teams shall be placed into as many Divisions as Required. Promotion
and Relegation between Divisions will be based on a two up and two down system. The 1st
and 2nd place teams will be promoted into the Division above and the last place teams will
be relegated into the Division below.
